The United States, the United Kingdom and Australia endorsed seven: the US and UK did not sign the 2025 Paris AI Action Summit statement, and Australia is not part of the G7 Hiroshima Process.

The Paris statement has the widest backing in the data, from 42 countries and the EU, yet seven countries endorsed none of the eight, including Malaysia, Pakistan and Qatar. China endorsed three: the G20 AI Principles, the Bletchley Declaration and the Paris statement.

## How to read it

- The chart shows 12 countries and the EU; the CSV has all 58 countries and the EU. Initiatives: OECD AI Principles (2019), G20 AI Principles (2019), drafters of the Council of Europe AI convention (2022), GPAI ministerial declaration (2022), Bletchley Declaration (2023), G7 Hiroshima AI Process (2023), Seoul ministerial statement (2024) and the Paris AI Action Summit statement on inclusive and sustainable AI (2025).
- The AI Index reports that 64 participants signed the Paris statement, including the African Union Commission; the data covers only the 59 listed here.
- The AI Index says the UK cited a lack of emphasis on national security for not signing in Paris, while the US decision reflected a more deregulatory, ‘innovation-first’ approach.
