## Every measure

Newest first. A government counts once, from its first verified measure; claimed entries are shown and labelled but not counted.

**What counts**

A government counts when a public authority at national, state or provincial, or EU level adopts a binding measure that specifically restricts AI chatbots or AI companions, or sets duties for them, with respect to minors: an enacted law, a registered regulation or binding industry code, or an enforcement order or fine. The measure must contain at least one provision aimed at minors, such as age assurance, a ban or default-off setting for under-18s, AI disclosure to minors, blocks on sexual content or emotional dependence for minors, or parental controls. Each government counts once, from its first verified measure; its later measures are listed under related. Not counted: bills, proposals, consultations, inquiries and information orders, guidance, lawsuits without a decision, and laws that regulate chatbots for all users (for example self-harm protocols or AI disclosure) without any minor-specific duty.
