39%
of African countries show non-state activity on cultural and linguistic diversity in AI; 7% show government actions and 2% government frameworks
What the chart shows
GIRAI records whether each country shows evidence of government frameworks, government actions and non-state activity, by groups such as advocacy organisations and research institutions, to protect cultural and linguistic diversity in AI. In six of seven regions, non-state activity is the most common of the three.
The AI Index highlights Africa, where 39% of countries show non-state activity but only 7% show government actions and 2% government frameworks. In North America, every country shows government actions and non-state activity, but 33% have frameworks. No Caribbean country shows either kind of government measure.

How to read it
- GIRAI scores 138 countries from 0 to 100, based on an expert survey completed by in-country researchers between November 2023 and February 2024.
- Frameworks are formal laws and policies; actions are government programmes and initiatives. Regions contain very different numbers of countries, so shares in small regions move in large steps.
- This measures policies and civil society activity, not how AI models handle languages (related chart by country).
