What the chart shows

The United States has had a net inflow of top AI authors and inventors in every month since 2010. The 12-month rolling average peaked at 323.5 in July 2022 and has fallen since, to 26.0 in September 2025, a 92% drop.

India shows the opposite pattern on a similar scale: a net outflow in every month since 2011, peaking at 333.8 in July 2022 and shrinking to 16.9 by September 2025. The two lines move almost in step, including the dip in 2020–21, though the data does not show where people moved to.

How to read it

  • Net flow is the number of top AI authors and inventors moving into a country minus those moving out, shown as a 12-month rolling average.
  • The AI Index text gives the US peak as 324.6; the data file’s highest value is 323.5, which we use.
  • The other 19 countries have much smaller flows; see the companion chart.
