AI law in Mexico
How to check a law →Mexico has no AI law; dozens of AI bills and constitutional amendments giving Congress AI powers sit in committee, and the 2025 data-protection law moved oversight to a ministry.
- In forceLaw · bindingAdopted 20 Mar 2025 · In force from 21 Mar 2025
Ley Federal de Protección de Datos Personales en Posesión de los Particulares (2025)
New private-sector data-protection law (DOF 20 March 2025) replacing the 2010 law; oversight moved from the dissolved INAI to the Secretaría Anticorrupción y Buen Gobierno; ARCO rights apply to automated processing. A 22 Sept 2026 initiative would require notice when personal data are processed by AI systems.

Ley Olimpia (federal decree amending the Ley General de Acceso de las Mujeres a una Vida Libre de Violencia and the Federal Penal Code)

Penalty 3 to 6 years' prison and a fine of 500 to 1,000 UMA (about MXN 44,810-89,620 at 2021 values) (federal offence) - Bill before parliamentBill · not binding
Federal AI bills and Article 73 constitutional amendments in Congress (Senate Ley Nacional para Regular el Uso de la IA, Feb 2026; Chamber Ley General initiatives, 2026)
No AI law. Senate bill by Sen. Karina Ruiz (Morena, Feb 2026) would create an AI regulatory agency with risk classification and sanctions; Chamber initiatives for a Ley General de IA (PAN, PRI) and several amendments to Art. 73 to give Congress express AI powers (latest filed 22 Sept 2026) are in committee; none approved in committee or plenary.

How the scores work
Two scores, never added together. Download every score and indicator (CSV).
Progress, 0–100
- Five lenses, same for everyone. Adoption, Talent, Research, Investment and Infrastructure. Each lens is the average of its indicators; Progress is the average of the lenses.
- Only published numbers. Each indicator is a chart on AI Adoption with its source and CSV, or a public dataset linked on the page (Microsoft AI Diffusion, Epoch AI GPU Clusters).
- Scaled so outliers do not swamp the rest. Money, models and compute use a log scale on which the leader scores 100; shares and rates use the range of countries the source covers.
- Gaps stay gaps. A source that does not cover a country leaves a dash, never a guess. A country below a source's top-15 list scores 0 on that indicator, and the page says so. The coverage flag shows how many of the 17 indicators measure the country.
